Encinitas says its Santa Fe Drive undercrossing project contains 53 mosaic panels created by student and adult artists, with imagery intended to reflect the city's five communities. Its broader collection includes work in civic spaces and along roadways. That record supports close observation of material and place, but it cannot establish a private buyer profile, authenticate an unrelated work, or imply City endorsement.
