Mauritius Revenue Authority says a Customs Declaration or Bill of Entry must be submitted for every importation and describes an import entry as a legal declaration under the Customs Act. It notes that many importers use a registered Customs House broker or freight forwarding agent.

The buyer should select the responsible importer and representative before dispatch, then confirm whether the painting will enter as a permanent private purchase and which current permit, clearance, or supporting-document checks apply.

MRA identifies transaction value, the price paid or payable for goods sold for export to Mauritius, as the usual customs-valuation method when its conditions are met. It also publishes alternative methods where transaction value cannot be used and warns against arbitrary or fictitious values.

Classification is a different step governed by the live tariff and the work's actual characteristics. The importer or broker should confirm the operative code, conversion method, public assessments, and any document review instead of copying a percentage from another country page.

That rule does not establish the import treatment of a newly created Arizona painting or make it Mauritian heritage. It does show why the object's history should remain clear. A creation date, living-artist identity, direct seller-to-buyer invoice, current photographs, materials statement, and certificate distinguish this transaction from a historic object with an uncertain chain and provide records for any later resale or export review.

The Mauritius Ports Authority oversees the national port system, including Port Louis and Port Mathurin, but port arrival and customs release are not room delivery. For sea freight to Port Louis, the quote should identify the terminal or cargo facility, customs representative, post-release carrier, appointment process, and exact endpoint.

For air freight, the corresponding airport cargo handoff must be named instead. A warehouse, depot, curb, lobby, residence entrance, and room-of-choice service are materially different commitments.

The Port Louis buyer should provide the full address, local telephone contact, property type, security or gate procedure, receiving hours, vehicle and loading access, lift opening and cabin dimensions, stair turns, corridor width, and narrowest doorway. The intended wall should be photographed under its strongest daylight and evening lighting, with usable dimensions, wall construction, direct sun, glazing, active air-conditioning, exterior-wall dampness, and a dry unpacking area noted. The written quote should separate artwork price, export packing, international transport, insurance, customs representation, estimated government assessments, terminal or storage exposure, Port Louis final-mile delivery, and optional inside handling. It should identify the party collecting each amount, which figures are fixed or estimated, the service endpoint, and any remaining importer or access requirement.

Charges produced by Customs, a broker, port operator, or carrier should not be represented as fixed seller revenue.
