Liberia’s published Executive Law established a National Museum within the ministry responsible for cultural affairs and assigned responsibilities concerning historical monuments and rare art objects. The document is a historical institutional reference, not a current shipping ruling. Its useful lesson for a private collector is the importance of knowing what an object is before deciding how it should be recorded, handled or moved.
Make the contemporary work easy to identify later
Save the artist’s full name, work title, stated date, medium and dimensions together with photographs of the front and reverse. If a date or ingredient is uncertain, preserve that uncertainty. Ask the seller to explain any difference between a catalogue label and the certificate. A painting selected for Liberia may have personal or family meaning without being Liberian-made; the object record should distinguish the collector’s connection from the place of creation.
Agree the receiving responsibilities in writing
